Are there towns similar to Boulder or Portland in Europe?

Small towns with:

beautiful nature (mountains or sea)
progressive (clean energy, digital, social justice, etc)
laid back attitude
affordable
good startup community
It seems to me that if 2 and 5 then it’s hard to have 1 and 3. e.g. Berlin for startups is too big, not great nature, a bit too cold. Am I asking too much?
