We've tried to apply for the 60 day (+ 2x possible extension by another 60 days) C1 tourist visa as well. Unfortunately, the registration process in the visa portal is really broken.
I couldn't create an account for me or my girlfriend. Because of time constraints we ended up taking VOA / B1 visa for 30 days (+ 1x 30 days expansion). By now I could create an account for me, but my girlfriend is still out of luck.
What we learned from talking to the tech support of the portal, as well as other travelers, the safest bet is to use a visa agency. They still have access to all the necessary forms.

I spent a month in Bohol Panglao recently and the internet was fine. Both WIFI at my Airbnb and cellular. I was in Palawan years ago and the internet was terrible and I've heard it still is. Expect Bohol to have better connectivity

Hello I'm Kat, from Perth Western Australia. I have been travelling around Europe for seven weeks now but had a pretty full itinerary, getting back onto some remote work this week while pet sitting in Berlin. I am working as a junior developer, a career I transitioned into a couple of years ago, primarily working in SQL with databases. I actually have more of an an arts background previously. I'm slowly completing a second BA on the side, this time majoring in Electronic Music and Sound Design. If anyone in Berlin would like to get together to see live music, visit art exhibitions or just grab a coffee and get some work done, let me know! I have not made any solid plans for Berlin as I've been a bit exhausted from travelling (with a broken foot for the past six weeks, almost healed thankfully!). My experience as an insurance broker: If someone doesn't want insurance coverage themselves then don't even try to sell it to them.
If she doesn't see a necessity while in her home country then she's probably fine with what is provided by the state system.
