After monsoon you can try Himachal or Uttrakhand. During monsoon plain areas would be better

You can plan for Kerala, especially Munnar. I just went there and it's so beautiful!

Gujarat, Dang district has eco tourism sites in dense forest areas, very beautiful in monsoon and early winter

Rain is very unpredictable here. They say it's summer time. But I didn't observe single week without rain. If you like lush green surrounding with humid atmosphere. Then It'll be great

The older generation of Goans will likely speak Portuguese. They speak Konkani officially which is kind of a mix between Maharati and Portuguese or so Im told. Everyone speaks English though.
