Based on your name though you can probably qualify for an EU passport I'm guessing? It's better to travel to India as a European than a Canadian. Trudeau has done significant damage to Canada’s reputation here.

After monsoon you can try Himachal or Uttrakhand. During monsoon plain areas would be better

Rain is very unpredictable here. They say it's summer time. But I didn't observe single week without rain. If you like lush green surrounding with humid atmosphere. Then It'll be great

The older generation of Goans will likely speak Portuguese. They speak Konkani officially which is kind of a mix between Maharati and Portuguese or so Im told. Everyone speaks English though.
