In Belgrade, are the e-scooters for rent-per-ride like in major cities, from companies like Lime, Bolt, Tier, Dott?
If not, what are good ways for getting around? Or renting a bicycle?

There are. Technically. However the area where you can ride is very limited. Mostly in Novi Beograd. The old city is almost completely unavailable for the ride.

(Frankly saying you won't enjoy the ride there anyway).

But yeah, public transport is free. Buses and trams are fairly convenient. Sadly some of them are permanently out of schedule :)

It depends on what you want. Belgrade is one of the largest cities in Europe and you have like a metropolitan feel, while Novi Sad has a more laid back atmosphere

Novi Sad is chill, amazing bike lanes and as Miles said, laid back.

Belgrad is way bigger - traffic jam - nervosity of a big city but also more to "offer" in terms of coffees, restaurants and international vibes.

Especially because if you stay close to the center you can walk to most places, it usually disrupts the traffic/cars.
