Not 100% sure but as a non-resident not sure if you can open a bank account in Singapore.

Wise (ex Transfer-wise) is very convenient in SG, but you wouldn't be able to open a "Singapore-KYC account" without being a resident

Once you have a company incorporated in Singapore yes, you can open an account for the company.

As a foreigner, I think getting PR is hard and this aspect isn’t the main factor to focus on.

Getting a PR in SG is hard. To summarize, these some of the factors that influence their decision:
- are you making society better
- are you within the ethnicity quotas
- will you bring kids to the nation

So if you are just incorporating a company, and not really be part of the SG Society, very likely that you never get PR.

Also even if you tick the boxes they will make you wait for years to check whether you are "going to spend your life there".
